Scope, notice and enforcement rules
Define smoking and vaping precisely, including the substances and devices the policy covers. State whether the rule applies only inside the dwelling or also to balconies, patios, common areas, vehicles and grounds.
Check state, local, public-housing, rent-regulation and cannabis rules before adopting or changing a policy. Existing residents may require notice, renewal or consent, and enforcement must be consistent, nonretaliatory and supported by facts.
